Lots and Suppliers


The Planned Materials framework is specifically designed with flexibility in mind to provide a broad range of materials predominantly to support the planned maintenance of housing stock. The materials are supplied via our online trading platform (Schemes Plus). The materials can supplied using a range of different methods to suit the customer/Contractor including delivery to site compounds, Individual addresses or collection from the distributors branch.

We will support you using this framework and provide ongoing support throughout the term of the contract, including control of materials price changes. Our category team work hard to constantly mitigate price increases and on occasions price decrease. We will also support you in making the right materials choices for your schemes, working closely with our tier one suppliers and our distributors to advise you of the best quality product and best value solutions.

The 37 Lots this framework broadly contains the following:

  • Electrical
  • Windows and Doors
  • Roofing & Canopies
  • Kitchens & Bathrooms
  • Adapted Bathrooms

The framework is national but is structured to enable regional SME material suppliers to participate within different regions.

Call Off Mechanism

There are 2 call off routes under the Framework, these are:

Direct Selection:

This is a simple mechanism that allows you to select Suppliers on the relevant lot without having to undertake a separate tender based on the framework rates to determine the most economically advantageous offer for your requirements, subject to capability/capacity assessment. This method is most suitable for works that are similar to that described in the overall framework at tender.

Mini Competition:

Where all eligible Suppliers capable of carrying out the work from the relevant lot are invited to tender. The ITT will set out the criteria to be used to determine the most economically advantageous tender detailing the questions, scoring mechanism, weighting and timescale. Once the Suppliers have priced the materials and submitted the required answers to the quality questions, EN can analyse the submissions and produce an award recommendation report for the Client to review/accept.
