The framework is specifically designed to provide a complete waste management service for all types of waste that is generated through construction based activities and office based activities. The Framework Agreement will provide a cost effective and auditable waste management service that utilises local supply chains wherever possible, ensures compliance through the provision of accurate management information, and continuous efficiency.
The framework is focused on the delivery of waste management services to social housing properties predominantly in the North West, Yorkshire and the Humber, the Midlands, the South of England and Wales, but may extend to other public buildings such as schools and offices and other areas of the UK.
Call Off Mechanism
There are 2 call off routes under the Framework, these are:
This is a simple mechanism that allows you to select the Framework Service Provider on the relevant lot without having to undertake a separate tender based on the framework rates to determine the most economically advantageous offer for your requirements, subject to a capability/capacity assessment. This method is most suitable for works that are similar to that described in the overall framework at tender.
Where all Eligible Framework Service Providers capable of carrying out the work from the relevant lot are invited to tender. The ITT will set out the criteria to be used to determine the most economically advantageous tender detailing the questions, scoring mechanism, weighting and timescale. Once the Framework Service Providers have priced the works and submitted the required answers to the quality questions, EN can analyse the submissions and produce an award recommendation report for the Client to review/accept.
Framework Lot & Contractors
There are ten Framework Service Providers appointed to each Lot:
- Lot 1- North West of England
- Lot 2 - Yorkshire and the Humber region of England
- Lot 3 - Midlands region of England
- Lot 4 - South of England
- Lot 5 - Wales
Framework contractors are required to offer a minimum of 2 full time training opportunities per £1m project value spent through the framework
